Supreme Court reference The case arose from an FIR registered against one Dr. Brij Pal Singh and others alleging offences under the PCPNDT Act as well as provisions of the IPC. The proceedings originated from information received by the District Magistrate, who was the Appropriate Authority. A decoy operation was conducted and a raid followed at the hospital. A police FIR was thereafter registered and investigation was undertaken.
