  Hon. Orissa High Court in a huge relief to Doctors held that the authority to file the complaint cannot be shifted by the AA.  The Court rejected the contention of the Govt. that the instead of technicalities, intent of legislation should be seen.  The Court further said  when   a   statute   provides   for a thing to be done in a particular manner, it has to be accomplished   in that manner only.   Adv.
